Define what turnkey means for your contract

Turnkey construction should provide a coordinated path from design and procurement through execution and handover. The phrase itself is not a complete scope. Owners need a written schedule of what is included, excluded and supplied by each party.

The strongest contracts connect drawings, specifications, quantities, payment stages and the project programme so that each commitment can be checked.

Freeze the design before pricing

Pricing an unfinished design creates uncertainty. Confirm room sizes, structural system, electrical points, plumbing fixtures, doors, windows, finishes and external works before comparing proposals. If selections remain open, the contract should identify allowances and the method used to price changes.

  • Approved architectural and structural drawings
  • Material brands or measurable performance specifications
  • Room-wise electrical and plumbing requirements
  • Finish schedule for floors, walls, ceilings, doors and windows
  • External works, utility connections and handover documentation

Use measurable payment milestones

Payment stages should correspond to verifiable progress rather than vague dates. Typical milestones follow major stages such as foundation, structural frame, masonry, services, finishes and final handover. The exact sequence should reflect the project design.

A change-order process is equally important. Every variation should record the requested change, cost effect, schedule effect and approval before execution.

Agree on quality checks and handover

Inspection should happen throughout construction, not only at completion. Define how material approvals, testing, concealed services, waterproofing and finishing samples will be recorded. Before handover, prepare a snag list and confirm that agreed corrections, warranties and available as-built information are complete.
